You can make attacks with the arms, but you can not make extra attacks with the arms (which is what TWF/MWF attacks are).

This has been rehashed to death already, do some searches. I'm done.

Iron Gods campaign contains Kasatha's which use multiweapon fighting and multiattack and attack four times, one main hand and three off hands

Wrath of the Righteous has a Incubus with four arms with multiweapon fighting and attacks with four different gladiator weapons.

Paizo has made it clear that you get three offhand attacks. You're welcome. lol
