If you play a small version of these races, it states apply the proper modifiers for being small. Does that mean the modifiers to attack, move speed and hide and such, or the actual stat modifiers as well? The reduction to strength and increase in dex for going down a size cat?
The reduction in strength/increase in dex only comes from Reduce Person. It is not an inherent quality of being small. A small Archonblooded Aasimar has +2 Str.
If you are allowed to do it, it would only affect those stats where size modifiers are placed. In other words, what Suichimo said.
You get everything that's in the small statblock. "gain a +1 size bonus to their AC, a +1 size bonus on attack rolls, a –1 penalty to their Combat Maneuver Bonus and Combat Maneuver Defense, and a +4 size bonus on Stealth checks."
That's all.
And if your gms gonna allow it you should totally troll him with it. While at it you should tell him you should be allowed to be tiny, cause celestials can breed with anything!

Here's another question. If you're a small Tiefling, does your speed go down to 20 ft? or does it stay at 30?
There is no indication of a change in speed.
