Let me see if i have this strait?
Half elves can take human,elf, or half elf favored class bonuses because they count as both and because of this post
Half orcs can take half orc and human bonuses (but not orc because everything orc is banned)
This post means that Aasimar with scion of humanity, which normally could take alternate favored class bonuses can't, despite most Alaternate class bonuses being in the advanced players guide

For reference:
Some aasimars' heavenly ancestry is extremely distant. An aasimar with this racial trait counts as an outsider (native) and a humanoid (human) for any effect related to race, including feat prerequisites and spells that affect humanoids. She can pass for human without using the Disguise skill. This racial trait replaces the Celestial language and alters the native subtype.
Half-Elf or Half-Orc: Can a character of either of these races select human racial favored class options?
Yes. Half-elves and half-orcs may select racial favored class options, archetypes, traits, and so on, as if they were a full member of both races (a half-elf can select elf and human rules elements, a half-orc can select humanand orcrules elements).
Prerequisite: Human.
Benefit: Choose another humanoid race. You count as both human and that race for any effects related to race. For example, if you choose dwarf, you are considered both a human and a dwarf for the purpose of taking traits, feats, how spells and magic items affect you, and so on.
Racial Heritage: Can a human with this feat take levels in an archetype that requires you to be of a specific race?
Yes, the Racial Heritage feat allows you to qualify for archetypes that have the chosen race as a requirement, assuming you still meet all of the other requirements to take levels in the archetype.
Note: Alternate racial traits, racial archetypes, racial evolutions, racial feats, and racial spells are only available for characters of the associated race. Racial equipment and magic items can be purchased and used by any race as long as the specific item permits it (for example, only halflings can purchase and use solidsmoke pipeweed).

After reading through all those, I don't see why a Scion of Humanity Aasimar couldn't take a Human Favored Class Bonus, so long as that selection came from the Advanced Player's Guide.
Edit: the "race restriction" clause still doesn't limit Favored Class Bonuses, so SoH Aasimars should have no problem choosing those, either.
