An understandable reaction, though my previous advice to just not play with GMs who'd do this stands as, IMO, a better option.

Yeah...but that's a reason, not an excuse. Jumping to conclusions like this is unwise, impolite, and generally a bad idea...try and maintain an open mind and read what's actually written, not what your biases say will be.
I know I occasionally need to take a moment and really read a post that has to do with one of my hot-button issues before posting to make sure I'm not being unfair or misreading the situation. I'd advise you, and indeed everybody, to do the same.

I get it but it is a assumption you should try to move from or most games you play will irritate the piss out of you. the Fey Queen is an ancient being that is trying to hold back her people who have felt attacked and any of her previous attempts to make peace have been soundly rebuked. she has a personality and was very agitated from various fronts when she went to the meeting and the LCs representative was refusing to be reasonable cause that is... was his personality. the townsfolk hung him and then celebrated

Nope the party could have said no to the quest if they wanted to. I intend her to be a ally for later and they will benefit from powerful allies for the end game, look up Tar-Baphon and you should understand why. not all over powered NPCs are out to screw you. I like the people I am gaming with and they are being very nice as I learn to DM in this Campaign. I genuinely want them to play have fun and finish my campaign. I am having a blast creating it and luckily they seem to be enjoying it.
in that case, allow me to apologize, i had many groups who used high level NPCs/DMPCs to push to party around and made the mistake of assuming you did the same. if Fey tend to have intense emotional occurences, the fey queen would probably forget about the insult in exchange for a good meal and a pleasing night in the bed chambers. because fey are also hedonistic and highly sensitive when it comes to the sense of touch.

that hilarious cause in the core the game recommends having the Queen take a PC as her paramour. and that would make this the second time a NPC became fixated on the bard. he ran from the naked woman in his room and kissed the male tavern owner. we still laugh about that.

That would be pretty cool.
I was thinking she could tell the party something like, "You did so splendidly well with your mission for me, I was thinking about providing you a bonus. After XYZ's passionate presentation, I knew exactly how the bonus should be spent to benefit you."
Then add a permanent magic mouth to either XYZ's item or the communal item. Once triggered (by holding the item in hand), the magic mouth could read inspiring poetry about passionate people or maybe says 'Long live the Queen.' Even better, make it a single Magic Mouth which triggers by spouting racial slurs in a certain language when native speakers of the language are present. Or maybe let it just sit there while the players keep asking about it... Until 3 game sessions go by without them asking, then it going off on some random condition.
This should reinforce the player's perceptions of the queens feelings on what happened AND provide them with an amount of Gold Pieces lost to think about (even though they weren't going to get the gold anyways... but they don't need to know that).

do it, have her seduce the bard as a means of showing interest. you could go all Tsundere or Even Himedere. in fact, have her let the bard know he belongs to her now.

don't forget things like adding a few positive effects to the item. for example, a chance to weaponize those effects so they aren't entirely a hindrance.

I might go that route. and you have no idea how tempting it is to do that to the bard, his reaction would be epic but the bard is being retired and place in the pathfinder lodge to do research and that will matter a lot later. far more than the hilarity that could happen if the Fey Queen picked him for her paramour. if I can figure out a way I still might do to for the hilarity of it all. so tempting

Even something as simple as an orcish insult whenever the item is used in combat can be pretty awesome. Yeah while the wielder might think it an insult to them, so would the the Orcs hearing it. Would it be enough to draw some or all the orc agro in the area? Up to the situation. Funnier if the language is one the wielder does not know.
Keep in mind, the player or the party might decide to have it dispelled; at which point I would let them do so. By that point it should have served it's purpose... Of reminding them happy NPC's pay better and unhappy NPC's can cost them.

I am totally going the magic mouth route I just need an item. a rod most likely is what I want. this group will sometimes go out of their way for the sake of hilarity so they might not want to dispel it or they might hate it. I will find out in time. there are many more sessions to go through before we get there, lots more maiming of my friends, and some plot to finish first

that is true. mostly I would want a staff that has a %chance to misfire in odd ways. like a fireball that sometimes sprays flowers or the takes a round or two to work because it is busy dancing above the battle field. so if I go that route I will want it to be amusing. the new GM is kind of uncertain about this scenario

If the NPC would, then kill them. Or enslave them. Or throw them in jail. Or banish them. Or blind them. Or brand them. Or fine them.
There it's been said.
Let the player have a get-out that they have one chance, they can throw their character away if they want, but it's their decision. If they say 'well my character wouldn't apologise' well you can say 'well this NPC wouldn't let it pass either'... if their ego is too big to apologise then they should pay the price.

Have the fey queen's personal gifts be things to help the party in areas they are lacking.
Since she clearly feels the sorceress needs etiquette lessons, it's a beautiful mithril tiara formed into ivy leaves with faerie dragons peeking out from behind with emerald chip eyes.
It grants +5 enhancement bonus to Bluff, Diplomacy, and Intimidate checks (conversation only, not feinting and such).
However, any time the wearer is purposefully rude (even during Intimidate), their tongue swells to double in size making talking nearly impossible and just big enough that their mouth hangs open slightly. Until it wears off (DM judgement) the enhancement bonuses don't work, verbal spells fail 75% of the time, and players that don't roleplay talking with their tongue sticking out don't earn their roleplaying XP bonus.
For really REALLY bad lessons, turn the PC into a tree on the edge of the forest and lumber consortium land. They can see hear, and feel, but can't move or speak. After 3 strikes from an axe they're returned to their normal form. After that lesson, their gift is an amulet of barksin+4 which functions each day until the wearer is struck 3 times (melee or ranged, not magical attacks) at which point it stops giving the natural armor bonus and is unable to be removed until the next day when it is refreshed.

Afflict the offending character with being a were-poodle, were-beaver or were-bunny, or something similarly ridiculous. The PCs can get the condition removed, but it should be hilarious for a while.

Feebleminding a disrespectful person in your court seems a bit extreme if the target is essentially an ambassador from a force you are trying to make peace with. I mean probably there was some more context to this, but with what I read some of my characters might be a bit vocally disturbed at that kind of ham-fisted mental mutilation too. And that character would be right. When a dude is wrong and a jerk, frying his brains (pretty much permanently, unless she decides to bother with a high level restorative) is not much different than killing him, and doing that ends diplomacy.
Hell, combined with kidnapping it's an act of war.
Still, blessed with suck curse/bonus combo is good. Lots of good ideas already, mine would be simple and utilitarian, the player gets a good (whatever the character could use) but it renders them unable to speak, or (if they need to be able to cast) unable to speak above a whisper.
Probably not the most interesting or entertaining, but I am a simple man and my leader/teacher types prefer simple lessons.

so many hilarious ideas. to the Lord Pizza either item would be entertaining. and to Wheldrake the werebunny would be hilarious and I think she would enjoy it, maybe too much. Concerning the feeblemind being to harsh, yeah it kinda was but I had both NPCs act true to there nature based on everything that had happened to them recently. after the meeting and the feebleming the party took Thurin Kreed back to town while feebleminded and let the towns people decide his fate. now this man has tormented this town for as long as he has held his seat of power. the party left him with the towns folk and went to loot his home and get info they will need later. when they returned, and I rolled percentages for it, Kreed was swinging from a tree and there where still, hours after he had been hung, people throwing rocks at his corpse. that and the party when they secured this meeting did not get a promise of safe passage from the Fey Queen so she held to oath to not harm a antagonistic, sexist, and extremely violent man. they know now for later to ask for a promise of safe passage, the Fey will not break her word. there is some info the party missed and the Queen had access to about his behavior. if they had had it im sure he would have been killed earlier. and I only had one player stand up to the Fey Queen after the feebleminding the rest were silent. after reading through this message board and thinking on it I only want a pranked item for her something with a present for something random to happen and for it to work the rest of the time. the Fey Queen will reward her but will do it in a way Fey way. now my issue it trying to figure out what I want pranked item I want to give to the Sorcerer.

I've had some really atrocious DMs in my day. And they've triggered some of the worst gaming experiences in my career. But I don't let my past gaming prejudge my or someone else's present GMs. Life is too short to hold onto petty things.
