I just recently noticed that the Halfling Jinx alternate Halfling racial feature, as well as the feats associated with it, though presented in Halflings of Golarion, wasn't included in the roster of alternate Halfling racial features in the Advanced Race Guide. Why is this? Was there some oversight or mistake? It doesn't seem like there's anything wrong with any of it, nor anyone who thinks so. Has errata been issued? Can errata yet be issued? Can it all be considered "honorary contents" of the book?

Most likly for pagecount reasons. Also it may be cansidered too campaign specific to be in a setting agnostic book

Paizo only issues errata when a new printing of a book comes out, and only errata that doesn't change the page things are on. This has not had errata, and I doubt it will. As I said above it is most likely a conscious choice
Can it all be considered "honorary contents" of the book? If its exclusion was the result of a mistake, then that would be a fair thing to do for the sake of Organized Play, where players technically have to own a source containing non-Core material in order to be able to play with it.
For organizaed play you need to have the written source with you at the table, so if a GM asks to see the page Halfling Jinx is on so they can read it from the book, it would have to actually be in the book. "honorary contents" can't be read by a GM who doesn't know how a feat/ability works, so you would still need the printed resource of Halflings of Golarion even if it was considered "honorary contents" of the ARG
