You'll definitely need some form of magic to take full control of your enemies, whether dead or alive. In any case make sure you have a highly trained Diplomacy skill.
It may take some time however, because dominate spells are very high level.
Sorcerer with the Fey Bloodline works really well for an enchantment-based build. If you want to go for necromancy with a sorcerer you could take the Undead bloodline.
Bards are also good at enchantments, have lots of social skills like Bluff, Diplomacy, etc. and are good at those skills because they have high Cha.
Wizards who specialize in enchantment or necromancy are also good for this kind of character, and might offer a lot of versality since they can learn so many spells. I think the wizard is the best route if you want to be good at both necromancy and echantment.
The Witch is also an option, they can select the Enchantment patron.
You might also want to consider playing a Cleric with the Charm and/or Death domains.
Another option to get lots of minions early is to become a Summoner or a Wizard (conjuration specialist) and use a lot of Summon Monster spells.
You can also do this by playing a Druid and casting a lot of Summon Nature's Ally spells.
It just depends on your playing style. Lots of stuff to choose from!
