Be an Elf with the Fleet-Footed alt. racial trait and start with Improved Initiative as your 1st lvl feat. Start with 20 Int. Take the water school and make heavy use of the Hydralic Push at low lvls. There is also a focus item that will let you add +1 damage at your Ray of Frost I think.

Any ideas on how to make him effective? I have never made a wizard before and I know that water is not the best route to go with wizard but I wanted to give it a whirl.

Human (racial heritage feat: undine). Get some undine feats!
aka: Hydrallic Manuvers.
Get the trait that boosts (+1 cl and dc) on 3 spells and the -1 meta-magic one all with hydrallic push. (magic linage and lore seeker).
With these hydrallic push is actually not useless.
: 1st level slot to disarm, trip, dirty trick is good value till 20th and alot o fun!

Hi MiniGM,
Your water wizard seems like a cool concept and I dare say, workable one! There is plenty of water based spells on the wizard's list; cold based spells, fog/mist spells, pure water based spells like Hydraulic Push and Aqueous Orb and alternatively you could summon poisonous or water related creatures like frogs and snakes.
I would build this character as a regular wizard, but higher Int and caster level is good to have if you plan to use CMB/CMD based spells like Hydraulic Push.
Another alternative is to also pick Elemental Spell and change the energy type of spell to cold so you could essentially be casting a freezing version of Burning Hands spell.

Water Wizard can be a very effective specialty. Here are just two ways your vision could be realized:
1. The obvious approach is a Wizard of the Elemental (water) school. Combined with some suggestions above you would be very effective at existing Water and Cold spells, such as Hydraulic Push and Aqueous Orb.
2. Another approach is to build your Water Wizard on an Evocation(Admixture) Wizard chassis. This Wizard can freely alter spell energy types many times each day. This allows one to specialize in a single element and apply related specialty feats to all elemental spells, not just those associated with Water or Cold.
