I don't believe that GMs can readjust the APL when a player leaves, or when a character dies. This can make leaving early deadly, especially if the departing character is higher level than the rest of the party.
I had something like this happen for a while. I told the player to run a pre-gen, so that he could leave early with the Chronicle sheet, and I could continue the session, running the pre-gen. He agreed that this was reasonable, and then managed to figure out a way to stay later and play his PC.
Is there any way to start the session earlier?

Imo someone who can't commit to the whole session on a regular basis should have the common courtesy to excuse himself. If he doesn't he should be asked to plan to attend the entire session, or plan to not attend. Seems harsh, perhaps, but really the only fair way to handle it for everyone. My $.02.

Anyways. What happens if I show up without the expensive core rulebook and a flashdrive instead? Because my copy is on a flashdrive. I returned my tablet computer I got for christmas because screw tablets. I just keep it in a password protected file with all my pathfinder documents. I would need to borrow a computer or a tablet to use it. Yes, I did manage to find the dang thing. It was in a drawer full of my kindergarten work. No clue why I have a drawer full of my kindergarten work

Uhmmm Me being me and needing to leave on curfew. Oh and Me trying to pick a class and race as a main char. Oh and as a warning to GMs Don't surprise me with sudden changes in the rules. That will royally eff up my brain in a not normal way.
I am thinking a half-elf sorcerer for most parties and a dwarven cleric for the rest of the adventures. I found a RNG simulator that goes up to a D100. So ill use that.

What happens if I accidentally cause somthing terribad for the party and then have to leave? Or accidentally generated a complete a+~$@@%+ of a char who has no qualms smashing his teammates D: Or generating one who sets all of the food supplies on fire for no reason because hes g&+$+@n insane. Plus I may stick myself back into a mental hospital. Not feeling too stable lately. So this may be my first and last meeting for the better part of the year. My brain freaks out when things that are 100% out of my control happen unexpectedly and change what I am comfortable with. Youtube managed to cause this :/ Gaddamnit brain!!!! I don't even CARE how youtube looks. My brain does.
Wonder what happens if my char TRIES to punch the guy giving him orders because he doesn't trust anyone/he is stupider than a brick.

You would be violating one of the prime PFS rules, that of "don't be a jerk". There is also a rule that does not allow player vs player fighting.
You are also expected to make characters that will cooperate with fellow Pathfinders, and that the PFS leaders would want (or at least tolerate).
Deliberately making a character that will do things that will cause other PCs to get killed or faile the missing is something that violate the don't be a jerk rule.
The game is supposed to be fun for everyone, including the GM.

That's fine for the guy leaving, but what about the rest of the party? The party's APL could change after he leaves, making the GM recalculate the last encounters and also what subtier the group is playing at. (Or, NOT recalculating it, and leaving the party short a character.) How does that work if they actually change subtier, in terms of gold, etc.?
If rides, etc. don't work, cut him loose. The game is 4-5 hours, and if you can't make it, you can't make it. It's unfortunately better to lose a single player than a whole group who gets brought down by that one player.
I have always assumed that you do not change the sub tier or recalculate APL. I had a similar situation happen last week in The Segang Expedition. During the hunt one of the PC's died to a bite crit. They weren't raised and the rest of the group pushed on without them knowing they were still playing the same sub tier but with 1 character down.
Personally I wouldn't seat a player where you knew they would not be staying for the whole game. Most of what I run is online and occasionally you get someone who books themselves into two games in a row with no wriggle room or even a deliberate overlap. I don't mind the first but yhe latter group will rarely get an invite back from me.
