I've been really wanting to give off a good interpretation of the city of Whitethrone, I know that it is primarily a monster city with Ice Trolls and misc. creatures, however, what certain things can I use to give it some more life and some moral challenge?
Some Adventure Hooks would be pretty awesome too, I have one:
1) An Ice Troll that is a Necromancer that was pushed into the sewers when he cut up a family of Winter Wolves inside of a tub, now, he cuts himself up and now he animates his parts that he has chopped off along with any victims he has captured in the sewers.
find Cities of Golarion. It has an entire section on Whitethrone, with adventure hooks a plenty!
There are multiple factions of monsters.
The winter wolves are presently tied to the city due to its walking enchantment but not really that strongly to either the Queen or to Baba Yaga herself.
Ice trolls and goblins are treated as first class citizens. I can see this working with trolls but I haven't quite figured out how golarion goblins fit in at Whitethrone as socially superior to nonjadwiga humans.
The city is one of the highest magic ones in Golarion and is known for its manufacture of witch crafted magic items. Rich foreigners seeking to purchase such are treated fairly well.
Rich, decadent, and cruel russian/jadwiga nobles. Some turn to Kuthonite practices to show how jaded/extreme/shocking/cruel they are. Lots of opportunity for intrigues and parties and unpleasantness in social situations.
Dirt poor oppressed human peasants and servants. Some are secretly revolutionaries.
Long live the Queen of Narnia! Perhaps there is a solstice ceremony where a wicker effigy of the Holly King/Father Christmas is burned in a cage.
