To be honest, I don't expect any reasonable GM to allow such blatantly abusive template stacking.

How can you be half dragon and half celestial and still have any room left over to be anything else? Wouldn't that just be a half celestial dragon?
Let's just say that it was an evening that no one will ever forget, no matter how much they may want to.
Also Half-Dragon Treant works out to CR 10 and has +26 strength.
not sure, also what degenerate serpent folk are you using they have 20 str.
Bestiary monsters without classes are presumed to have attribute scores of 10 and 11 in every attribute. So a monster listed with 20 strength has 10 base strength and a racial modifier of +10.

Actually, it might involved passing a threshold of alcohol consumption that assures that no one remembers anything from that evening...
Add Eldritch Heritage, Improved and Greater picking an orc bloodline getting inherent bonus to Strength (reaching +6 at 17th level beating any wishes or tomes) and (at 15th level) power of giants that grants temporary size bonus to Strength.
Note that depending upon exact development plans advanced template might or might not be better than half-celestial template, sacrificing special qualities for better overall ability scores.

An Eidolon can get pretty stupidly high; as long as you can use Wild-Caller with Synthesist, I bet Synth is one of the best routes.
16 base, at level 1 (bipedal)
+16 from Gargantuan size at level 16 alone.
+8 Str/Dex adjustment by 20th level
+3 ability score increases every 4th HD
+2 from enlarge person (can use on the eidolon via Share Spells)
+6 Stength of the Beast (Orc bloodline, via Imp. Eldritch Heritage)
+6 Belt of Strength
We're already at a Strength of 57, and the only evolution points we've spent is 10 on the Gargantuan size. You can then blow 4 points per +2 Str you want to add on top of that. Half-Elf and Wild-Caller gives you an additional +10 points by level 20, on top of the 26 you get normally. And any extra evo feats you take, though 4 feats for +2 str is kind of a waste.

I've seen a funny Sorcerer build that aims to boost strength to ridiculous levels and fight with claws. I've not seen anyone actually do this. I believe the theory-craft build got a STR of 50+ by about 10th level. I believe this person was aiming for a PFS legal build.
If you include Dragon Disciple as part of it, then it's fairly common to build Sorcerers that focus on claws and strength. I did this in my Kingmaker campaign and enjoyed it immensely. I didn't optimize strength as ridiculously as I posted above, but it still gets pretty high.
Also quickened touch attack spells combined with a Form of the Dragon III full attack is a beautiful thing.
In fact, the build I posted above could easily do 500 DPR on a full round attack.
