Again, please read through the whole discussion. Every post. I don't know why you're out to get me this morning. I was defaulting to the wisdom of the VOs running the convention I was at, and this issue didn't even come up at my table.

VO's are people. People who may or may not know the rules as well as others. This isn't like Magic. I'm a level 1 Judge in MTG and that involves a moderately hard test that not everyone passes the first time. You expect a Level 1 or higher judge to know all the rules and know them well. You can't expect a VO/VC/VL to know all the rules, unless they spend a fair bit of time studying the rules.
