Typically it is the former, as we're aiming to maintain the thematic integrity of the class or feature while also providing a replacement ability that has usefulness.

In the case of the latter, we have enough opportunities to write at Paizo that it's not unreasonably difficult to include a cool new archetype into an upcoming product. Sometimes it takes a little while before the right product comes along that would be a good fit for the archetype/feat/rule, but that's little reason for us to undercut the creative work of another author.
