I think there also some feats that apply to claws, which would not apply to talons, and vice versa. But I would have to go back and look.

The real difference is that talons go on the feet of normal bipeds. This rule is mostly there s people can't stack up the different claw abilities to get 5 attacks a round at level 2.

Anyway, as a general principle: NEVER USE EIDOLONS TO JUDGE HOW THE GENERAL RULES WORK.

If you have looked at the faq about talons, you notice how it specifies 'bipeds'. And thus we come to the problem of writing rules for eidilons- there is one set of rules, but they apply to quadrupeds, serpentine base forms with legs added on, and bipeds that got an extra set of legs for speed.

Since the designers didn't want to go to a huge length to qualify the conditions for claws and talons between these cases, they just went with a basic rule for the claw evo that allowed you to make a 'tiger' without any trouble.

So overall, eidolon rules do not really reflect the normal rules since they both needed to consider the various kinds of creatures that were being made, but they also needed to keep things simple enough for the reader to understand. I am not saying they necessarily succeeded in these goals, but that was the general idea.
