Angelic Wings
Feathered wings sprout from your back.
Prerequisites: Angelic Blood, aasimar, character level 10th.
Benefit: You gain a pair of gleaming feathered wings that grant a fly speed of 30 feet (average maneuverability) if wearing light armor or unencumbered, or 20 feet (poor maneuverability) with a medium or heavy load or medium or heavy armor. Fly is a class skill for you.
Now if I were building an Aasimar fighter, would my armor training eliminate the 20 feet (poor maneuverability) and could I put ranks in Fly starting at Level 1 like a Wizard, since I can reasonable expect to be able to fly at a certain level?
Also, would I qualify for Flyby Attack?
This creature can make an attack before and after it moves while flying.
Prerequisite: Fly speed.
Benefit: When flying, the creature can take a move action and another standard action at any point during the move. The creature cannot take a second move action during a round when it makes a flyby attack.
Normal: Without this feat, the creature takes a standard action either before or after its move.
Just RAW is all I'm concerned about.

RAW it looks like armor training would have no effect... if the feat said something like "wearing medium or heavy armor reduces this speed normally" than armor training would come into play; as written, these are specific rules for speeds from this feat, not a standard speed reduction covered by armor training. (RAI may be different, and GMs may vary)

I'm fairly sure that no one other than a strix can put skill points in fly at first level. The prerequisite for learning that skill is that you need a way to practice flying regularly (such as a week or two down time after the wizard learns fly and you just say "I bug him every day until he casts it")
Well, I suppose I would hand wave it if you could glide at lower levels (I mean, fairly similar mechanics and all), but that seems more like some small racial thing like with tengus.

You cannot take ranks in this skill without a natural means of flight or gliding. Creatures can also take ranks in Fly if they possess a reliable means of flying every day (either through a spell or other special ability).
So you can only put skill ranks into it when you have a natural fly or glide speed. So no, you cannot put ranks into it even if you can reasonably expect to fly at some level.

Just wait until lvl 10 and "power-level" flying. If you didn't dump Int, you'll get 2 sp/lvl and you can get 3 if you spend favored class bonus for it. If you put all 3 into Fly from levels 10-12, you'll have a +15 Fly bonus by lvl 12. That's just more than enough to take 10 on any flying maneuvers in up to severe wind.
