NPC Codex if you don't.

Have a look at Dingle's Games (my web site) it's free for up to 5th level. You can create complex NPC's in a couple on minutes. You can advance monsters and add class levels to monsters. There's also an encounter generator with thousands of pre-statted NPCs.

Ah, I forgot about the NPC gallery in the Game Masters Guide.

So the main sources would be the NPC gallery or NPC codex. Both of which are on the PRD. If you want to build custom characters then by hand or using HeroLab is the best way.

Coreforge its always being updated but its great. And FREE. If you want to spend the cash hero lab is nice.
