Is there a place where you can submit a build and have it reviewed by the PFS personnel
What do you mean by "personnel"? If you mean the three full-time Paizo staff members who are the campaign leads for Pathfinder Society? That's very unlikely; they're very busy, and there's something like 80,000 active PFS players, with maybe three times that many PCs.
If you mean "Venture Officers", the regional volunteers, you've got a better shot at that. Take a look here to see who's local to your nexk of the woods.
