You don't need to stat out wizard's spellbooks unless the party is killing them right in their towers. A wizard who's not traveling isn't going to have their book on them but hidden in some place where it's not going to be found, unless you as the DM WANT it to be found.
Strange then that about 95% of all AP opponent Wizards have their spellbook either on them or in the next room.

If there ever was a wizard in an AP who was not encountered very near where he/she lives, I can't remember it.

I thought they were eccentric. Wearing anything from just flames, to feather snakes, to robes, etc . . .
Oh, and those stupid conical hats.

You could leave it up to chance, and let your wizard player have a little fun. When the PCs find/win a spell book, ask the wizard player which spells he hopes to find within. If the spell book was written by say, a 10th level wizard, ask "You can hope for 1 5th level spell, 2 4th level, and 3 3rd level spells. Which do you hope for?" Then flip a coin for each hoped-for spell; heads means it happens to be in the spell book; tails means it isn't.
Spells the wizard actually used in the PCs' presence are of course automatically in the spell book.
Just an idea. :)
