This is the greatest monster on the planet it has Y hit points.
Your character does 3x Y hit points in one round= there's a problem with the build being too powerful...
Mind you i think the problem is so far above the levels that i play at that it doesn't matter
Again, that's a failing of the monster, not the system. It just needs a lot more hit points (and the ability to fly).

i wonder if an 18th level magus (vanilla no archetype) could deal enough damage via melee to knock it out in a few rounds?
obviously a Empower (or maximized) Intensified Snowball spell could be a go to means of damage.
but having a reflex of +23 Mr T would make it most of the time.
i am having trouble relying on anything else but those huge spellstrike crits to do the job.
any advice on your end?

Doesn't the tarrasque also just lose to wild empathy in the 60s since it turns the tarrasque helpful? Killing the tarrasque is no where close to as difficult as killing demon lords/devil lords or heading after prismatic dragons. The tarrasque is godzilla. Really really tough but usually faced at far above recommended encounter level. At encounter level it's no more difficult than a level 1 character killing a goblin, in fact the basic goblin probably poses more threat to a level 1 character than the tarrasque to a level 20.
Without magic/spell like abilities at level 20 you're more or less too weak as a monster. (Unless you have an AMF with range infinity)

Any midlevel PC could do it by taking Leadership, and using his WBL to arm all his 30 or so followers with rifles. Who cares how much AC the tarrasque has, within 100 feet he's got a 5 ac. 30 attacks per round from the mob, plus a gunslinger cohort and PC using a rifle as well.
The problem is not taking him down, it's what to do with him afterwards.
Personally, my favorite has always been to Gate him to the Positive Energy Plane, and watch his regen kick into overdrive and make him 'splode over and over and over again. 0HP->Full HP-> Double HP->SPLODE-> 3 rounds later-> 1 hp -> Full HP -> Double HP -> SPLODE
