Ratty-rat has no interest in being a dockside healer / scary ratbeast for the less than savory types. She'd much rather be out and about healing folk that need it, and exploring and learning about things that she doesn't know about yet. Basically, her world is expanding as she grows, and she wants a new situation out from under the docks.
Rekka can't make pie, sadly. I'm not sure anyone wants a rat pie anyway ...

So how does Ratty-rat get a hold of a charter? Or at least learn about what is going on?
That is the core of my question. There are many places to wander and explore without joining up with a group of adventurerrs out in the untamed wilds.
In my mind, perhaps not DM's, it is a big leap between wanting to learn about the world to being in a Kingmaker party. It is possible I am just not clever enough to see step two...right now it is like the South Park underwear gnomes

Ratty Rat saw the noble blue haired gnome administer healing to a downed man, and then feed him a scumptious smelling food. Ratty Rat had to know more so she set off following him.
not saying it needs to be that, but it could be something like that. It could be a connection to a player in the game, and then you followed, that could dodge the charter issue. click on my profile and you can find the kingmaker game and check out the players.

Well I now have a reason to have a charter and to be joining you.
Frederick is a large man standing 6’6 with broad shoulders and nearly no fat to be found upon his fram. Handsome to the point of almost being beautiful, but he doesn’t see himself as attractive. He believes in the Dawnflower and has put his trust in her and she has blessed him for his faith. He carries her creeds out to the fullest in every aspect of his life. He believes that redemption is possible but if they are unrepentant justice will be carried out.
Frederick Medvyed, fourth cousin twice removed from the ruling Barron Medvyed. Frederick’s family though well off as a trading family, has never allowed their children to rest on the achievements of their parents. Every child must find their own way. Not that Frederick wasn’t given the resources necessary for this development; fine education, physical development, religious knowledge, and martial training. It was during his religious training that Frederick found his calling. He was blessed by Sarenrae with healing first and then other gifts were given as he continued to learn her ways. He has learned to deal swift justice with the scimitar to those who are unremorseful and give compassion and peace that are able to turn from their ways.
Frederick's younger brother Marcus was spending some time in New Stetven on business and fell pray to brigands. Frederick rushed to his brothers side, who still at this time has not woken from the beating he suffered that evening. He began an investigation and tracked his brothers steps on that night. The last place he was seen before falling victim was a tavern near the heart of the city. There he was seen gambling with several people on and off that evening but there was always one constant, a bright red haired Gnome. In fact, witnesses say that they left the tavern together that night meaning the Gnome may well have been the scoundrel or at least the last person to see him before the incident. After weeks upon weeks or work, he was finally able to track down a name, Fizzwiddle Glockenfleffor.
Frederick was able to find that he was hired with some others and given a charter to search and settle the Stolen Lands. Frederick used his connections as part of a Noble Family to obtain a charter as well, but not just any charter. He got a charter that would make him a part of the same group with Glockenfleffor. His goal is to go undercover and find out what this Fizzwiddle knows about his brother and what happened that evening. To accomplsh this his name on the charter and the name the group will know him by is Freddy Goldsmith.

Not my best work ever, but I think I've got the character down now ... hmm ...
Rekka is tired as the city of Restov comes into view. Still, its been days, and feels like years, since she's seen the more familiar and comfortable jumbled buildings and people of a city. It isn't as if Rekka has ever been all that social with humans ... she's just comfortable with their doings and goings, and is happy to live around the edges of them. She's tired, but the sight of the city fills her with a new energy, and she wraps her old green cloak around her tighter to make her way in.
Maybe its time to rest from my wanderings a bit.
Luckily, Restov has a docks too, though its considerably smaller than Port Ice. Rekka has to carve herself a nest out of the smaller community that uses this place. She finds that the smaller city means less opportunity to work, however, and competition for someone on the fringes is fierce, particularly since she isn't human or halfling. Still, a healer is always a rarity amongst bandits, so she managed alright, though it was always a temporary solution.
Where she could, Rekka also took legitimate work, and made some attempt to extricate herself from the life she'd fallen back into. She spent a lot of time listening for other opportunities, and it was what she liked to think was a mix of luck and hard work that brought her news of the adventurers - one of the bandits she healed had a charter he'd stolen from an unwary adventurer.
Restov is not the place to be. This is the same as before. Its time to leave.
With that decision in mind, her next choice is easy. Rekka doesn't have a whole lot of belongings, but what she does have, she packs up in a little bag she can tuck under her cloak and, not feeling sorry at all about leaving Restov and her old profession behind. The wilderness is where they're going, so that is where the rat goes too.
A stop at Oleg's tells her that a party recently set out from there, and so, Rekka is following. The wilderness us strange to her, and she's not sure if they'll even want her, but what is life without risk? She and her as-yet-unnamed-ferret will find out.

...Brigand is really the weakest trait in explaining why anyone would give you a charter...
In our table-top game our Ranger was a Brigand. Saved from the gallows, and branded on the shoulder, she was given the opportunity to serve the group (kind of an indentured servitude).
That brand (originally the player's idea, not mine (as GM)) became a campaign thing -- sort of a "second offence" marker that let the PCs know whether they should offer mercy to captured bandits (and a sentence of two years as road-crew -- they built a lot of roads) or whether they should just find the closest tall tree and string them up.

I'm alot like Lexibean in that regard - as long as I'm awake, I'm usually at the point where I can check the forums with just a few clicks and if I'm expecting a lot of activity, I can do so multiple times an hour. There are only a few times where I wouldn't be able to post, and the only main one of that is when I'm asleep. I check the forums almost immediately when I get up, though. Even before my emails. XD

A tall handsome man with sandy brown hair walks into Olegs. His deep blue eyes scan the room prior to walking up to the counter. He has a shield on his back, scimitar at hiw side, and a holy symbol around his neck.
Good day sir, I am Frederick... uhh... but you may call me Freddy, Freddy Goldsmith. I have been sent here to meet a group of charter holders to lend them my support.
Freddy smiles at the gentleman behind the counter.
Our mutual benefactor has stated that I would be able to meet them here or that you would be able to point me in the correct direction.
Freddy pulls a parchment from his belt pouch and unfolds it.

Freddy folds the paper back up and puts it back in his belt pouch.
