When Mountain Druids have -2 to wild shape. Does it mean at level 20 you can only wild shape per day as a 18th druid or can you wild shape at will

It means you never get the 20th level at-will Wild Shape.

But 8 times per day with an 18 hour duration should be plenty IMO.
