If my 2nd level wizard wants to buy a scroll of a 2nd level spell to learn it for his spellbook, are there any modifiers to his spellcraft check to learn it because he is not yet able to cast it yet? OR is it just impossible to add it to his spellbook until he can cast it?


It is impossible to learn, until he gains the ability to learn 2nd level spells from his class.

But IIRC, wizards can cast spells from scrolls that they normally can't cast. I can't recall whether its Spellcraft or Use Magic Device, but I'm pretty darn sure it can be done.

Mostly it depends on your DM and what skill check or checks your DM will require to add the spell to your spell book.

IMO it should just be two spellcraft skill checks DC12 and DC17 in the worst case scenario:

Spellcraft DC 12 (10 +2) as per PF for "Learning" from a scroll since your PC can't really cast level 2 spells yet and will be able to cast the spell at L3+.

Spellcraft DC17 (15 +2) "Preparing" a spell as per another spellbook since it isn't in your spellbook yet and your PC cannot cast level two spells. A DC 17 check is still very doable at L2. The check isn't even required if the PC just waits until L3 so unless your DM routinely steals your spellbook and spells just consider tucking the scroll into your spellbook until you hit L3.
