OK so I'm just an idiot i bet for asking but I'm just not sure. So when you spend 1pp for the +4 to one skill check is that permanent

I think truth is referring to PFS, where you can spend 1 prestige point to gain a +4 to one skill check. No, that bonus is not permanent.

It's a one time bonus for a single check (one roll of the die), hence the term "skill check" instead of just "skill".

Adamantine Dragon, the bonus comes from prestige points, which are used as a sort of bonus currency in PFS, or an an optional system outside of PFS.
