Actually if you use a small mounted rogue he'd get his 10' move via his mount and still get a full attack.
Interesting concept although mounts are too circumstantial for my taste (and I mainly play PFS in which mounts are very rare). Also it doesn't fit at all with the OP's concept. Somethings to consider:
You're burning two feats in an already feat intesive build
Your mount is not an animal companion so extremely weak
I'd only see a build like this viable in a home game where you can use an ally's animal companion and open terrain is likely.

Well when you word it like that I can buy it. I was considering "positioning" to mean the characters current location, not in regards to the flanking requirement.
Which two feats do you mean to say that I'd be burning? You need no feats to shoot a bow from horseback. As long as you don't move beyond the mounts base movement each round you take no penalty. A wand of mount is really easily acquired, and relatively easily used. I see no issues with this in terms of usability.
