Can you create a potion, spell-trigger, or spell-completion item using a scroll or another spellcaster?

The "In addition, ..." part can be seen as an exception to the specific rule that you can use magic items or other spellcasters.

I figure most will say you can, so I'm more interested in seeing arguments for not being able to do it.

Myself I say no - like you said it looks to me as a specific exception to ability to ignore prerequisites. But I am not fan of avoiding prerequisites in the first place.

We've always allowed two people working together to pool their spells for the purposes of making magic items of any kind. Cooperative Crafting lets you double the speed at which items are produced, which is a pretty significant benefit in itself.

I always operated under the assumption that the line about potions, spell-trigger items, and spell-completion items just meant that you couldn't ignore the spell requirement and just increase the DC to make the item by 5. That prevents wizards from making a spell scroll from nothing and then learning the spell from it. Someone else who knows the spell could help you make the scroll, though, which you could then learn.

I allow it in my games. If I don't, it makes those item creation feats much less useful for spontaneous casters, particularly Craft Staff.

I can't see anything that'd prevent it. It says you need to meet the spell prerequisites for such items, but it never mentions that you need to meet them in any specific way.
