So, uh...yea. To possibly blunt my knee jerk reaction, what are some good reasons for allowing this in your game?

I don't think it's that ridiculous, because it's a once-per-day ability, and just like any other slotted magic item that has limited uses (I think) you have to wear it for 24 hours to benefit from it, so your fighter isn't going to be able to buy ten of these shirts and change their shirts after every combat, as Fiddler suggested.
Am I wrong on that one? If so, then yes, this is set up for horrible abuse and I would personally ban it (or impose the 24-hour rule on it).

Heh. I foresee it being a popular item, unless there are alot of other better shirts/vests in UE. But given that it's once per fight, I don't see it as being ban-worthy. Think of it as a melee warrior's reward for always putting himself in harm's way. XD
Cartmanbeck: there's nothing keeping you from using multiple shirts in a day any more than there is keeping you from using, say, three metamagic extend rods in a day. The limitation is that you need to be properly wearing/using the item in question.
Some items, however, have an added proviso that you need to wear it for 24 hours before being able to use the ability precisely to limit the number of times you can use the item in a day regardless of how many you have. Unless Cheapy has not given us the full text description of the item, it does not appear that this item has that limitation.

I do quite like the idea of the 24 hour rule for this. Would actually go a long way for all those cheap once-per-day items, hm.
Best argument for allowing it so far.
The text quoted is the full text, minus the price and construction requirements.
Even if more than one shirt can be used in a day, I don't forsee people buying a whole bunch of them just to use it once per encounter. It's a cool item, but it's probably not too broken. I'd say see how it plays out in games before you outright ban it.

That's all that comes to mind. Situationally useful, at best.
I've played alongside a rather powerful Rage Prophet who can move up to his speed as a swift action (I forget how often). It's far from broken. He doesn't even always use it.

Move + Charge would be fun, since you wouldn't have to go in a straight line for the first half of the movement.

How about, to blunt my knee jerk reaction to this thread, what are some good reasons for not allowing this item?
Seriously, its a single move action, once per day. For every 1000 gp someone is willing to spend, it's another time that day...assuming their willing to take off their armor, change their shirt, then put their armor back on, which is going to take a minimum of 2 minutes (20 rounds). On top of all that, it's specifically called out that the move action can only be on the wearers turn. Seems fair to me.

Full-Round Actions
A full-round action requires an entire round to complete. Thus, it can't be coupled with a standard or a move action, though if it does not involve moving any distance, you can take a 5-foot step.
That's right from the book. "...Thus, it can't be coupled with a standard or a move action.."
This shirt says you get an extra move action for your round 1/day. Doesn't that mean you'd just get 2 move actions and a standard action when you use the shirt on your round? I think burning a hero point is the only way you can actually get an extra action in addition to your regular round of actions. Plus, the shirt also states the extra move action it provides is only for movement. So the best you could do is take a move action, take a movement using the shirt, and get a single standard action...at least that's how I read it.
