It isn't a charisma, dexterity, or intelligence based skill, nor is it an ability that requires concentration, so I don't see why not.
"Ability that requires concentration" is really just code for spells and spell-like abilities because it's referring to anything that may require a concentration check.

Expect table variation. I would err on the side of no for PFS, because using an action to study your target seems to require patience.

I think myself it would work, its just that Studied Target you actively study the target, which could be ruled as a action requiring concentration.
It doesn't require concentration, but a case can be made for requiring patience.
However, Studied Target doesn't end when you rage, and entering a rage is a free action. Just declare studied target first, and then rage. It stops you from changing targets after the first drops, but it's not a big loss.

Studied Target does not mention patience or concentration in the description. It does mention Bluff, Knowledge, Perception, Sense Motive, and Survival checks.
Bluff is charisma based, so since that won't work during a rage, so you won't get your Studied Target bonus to it.
Knowledge skills are int-based, so since that won't work during a rage, so you won't get your Studied Target bonus to it.
Perception is wisdom based, so it works just fine, including getting your studied target bonus.
Sense Motive is wisdom based, so it works just fine, including getting your studied target bonus.
Survival is wisdom based, so it works just fine, including getting your studied target bonus.
The only thing in Studied Target that suggests it might require patience or concentration is the name itself. That is insufficient to declare that it does not work, as the name is (mostly) fluff.

Silly name aside Does Studied target work while raging? I cant find a definite answer for PFS
Since PFS uses RAW, at the start of every game "Ask your GM" or choose to not use a rule that might be valid or invalid at different tables.
If it helps, I abandoned a 10th level Druid because it was too much trouble to figure out how Overrun works every game with every new GM.

From my reading, there might be table variation on whether you can activate it as a move or swift action during rage, but the bonuses (and the instant activation on dealing sneak attack damage) appear fully rage-compatible. Stopping to study your target doesn't seem like a mid-rage kind of thing, but studying them carefully prior to raging-out on them seems like a very Jekyll/Hyde or Banner/Hulk thing to do. As far as the instant sneak-attack activation, going "Oh I found where it hurts the worst! I'm going to hit that spot over and over again!" also seems very rage-appropriate.
Mr. Risner: While I generally disagree with you in almost every thread I bump into you in, here I have to admit feeling some serious sympathy for you. I hate overrun with an inspired passion because no one seems to be able to agree how it works. (Combine it with a poorly-written third party setting and a class that's basically ENTIRELY based around it [or not, since said setting disagrees with itself...] and it goes from a pain to an absolute nightmare.)
