I can confirm that it does not have anything to do with the MMO. To my knowledge, there is no third party publishing mechanism for the MMO. Even if it did, I'm not set up for the MMO programming.

Given the timing vis-a-vis Shadowsfall stuff and the thread about collaborations, my guess is the announcement is some kind of awesome 3PP collaboration with JBE as one of the co-conspirators.
