Go for a multiclass character because low level multiclasses SUCK!

2 levels wizard
1 level cleric

you will be a back line character so you wont need your con anyway and focus on your wis and int allowing your physical stats to suck too granting an even weaker appearence, and though you will be weak early on, once you have 3 levels in both, you can take the mystic theurge class and start rocking!
as a 3-3-4 split (lvl 10 char) you will be able to cast 4th level divine AND arcane spells, you will never run out of spell slots and will have such a wide selection of spells you can handle anything that comes your way.

Well, the only sucky part of the character I am looking for is the 9 Con and one arm. Everything else can be as optimized as I like.
The point is to appear weak, but not be.

Then don't go the mystic theurge route for two reasons:

First i have yet not seen any mystic theurge build that does some serious job and second for some reason poeple who don't understand the system of the game more often than not view them as overpowered.

So, Witch, Reincarnated Druid, or Titan Mauler?

So, I've decided. I will go reincarnated druid, with Changeling as my race. Now, I have a few questions.

What's a good stat array, ignoring the 9 Con?

What are good focuses for reincarnated druid, like battlefield control?

What is a good feat selection for this?

If I have only one claw, does it deal x1.5 Str to damage?

I will repost in a new thread.
