Anyone class can use any skill in 3.5 and Pathfinder. Do note that some of the skills are Trained Only, which requires at least 1 rank in the skill to use it.
3.0 D&D did have a few skills that only certain classes could use: Animal Empathy(Druid and Ranger), Decipher Script (Bard and Rogue), Read Lips (Rogue), Scry (Bard, Cleric, Druid, Sorcerer, Wizard), and Use Magic Device (Bard, Rogue). But those restrictions were removed in 3.5, and so in Pathfinder.

Almost. You need a way to fly every day (or similar) to take ranks in Fly.

You need a way to fly to take ranks in the skill. Anyone can still use the Fly skill, ranks or not, as it is not a Trained Only skill. But my post you quoted has nothing to do with acquiring ranks in a skill, it just deals with using the skills (making checks).
