I have a very creative low level Necromancer in my game and he has animated some pigeons (which while alive I priced similar to chickens at about 2 to 5 cp each). He's using them primarily as disposable very cheap scouts.
I have looked for Chicken, Livestock as a reference - in the rulebooks and would like to apply the Zombie template to them. I did not find stats for them.
My two questions, what similar tiny creature could I use for the base monster?
And can a zombie pigeon still Fly, and at what speed?

I'd go with the raven stats in the bestiary 1. As for it still being able to fly, I say let it.

Ravens less the claw attacks would work, earlier I was thinking eagles were a bit of an over kill but I think that you have the best alternative. Thanks!

Remember, that a zombie's fly speed drops to clumsy. This gives them a -8 to their fly speed. Coupled with zombie's poor dexterity and lack of skill points, this essentially means that they can never fly less than 1/2 speed and can't turn more than 45 degrees in a turn.
I envision many pigeons crashing into trees :)
Also, as much as I hate to rain on the amusing image of zombie pigeons, how is he making them scout? Zombies have no Int score and thus cant report on anything they see.

In this instance 'scout' basically means four zombie pigeons 'fly in a straight line (with no precision whatsoever) 100+ ft. ahead of the party to trigger traps, ambushes, monsters and other possible dangers.
Or stand watch as an 'early warning system' in addition to the regular PC shifts when the party beds down for the night.
