Module Clarification (Ruby Phoenix Tournament)

Reguarding Modules, I was going to start running mods for my local group and taking a look at some of the higher mod chronicle sheets for modules that just came out it seems that the rules about how characters have to be within a level for a module but looking at the chronicle sheet I just downloaded it says this (Spoilers)

Spoiler:
A player may also create an 11th-level version of an existing Pathfinder Society character for use in the module. This character may have up to 82,000 gp in total wealth, with no single item worth more than 41,000 gp. Such a character is considered to have no Prestige Award.

Yet the blog post on 4.1 said this:

Paizo Blog wrote:
We added a new chapter titled, Chapter 6: Sanctioned Modules. There are big changes to sanctioned module play. Gone are the artificial leveling up or down of a character. Now, the sanctioned modules must be played by a character within one level of the module’s starting level. I know this is not a popular decision for some. However, campaign leadership feels this change is what is best for the campaign. Death and use of consumables now have consequences. New Chronicle sheets have been completed for all 15 sanctioned modules that adjust the wealth received to be in line with wealth received when playing the equivalent number of scenarios. These Chronicle sheets are available for download on their respective product pages.

So are the chronicle sheet is saying that it's cool to make an artificially leveled up character but the paizo blog isn't, yet the paizo blog says that they updated all the chronicle sheets (Unless ruby phoenix tournament chronicle sheet is just the one that they forgot to change)

Can I get a clarification? If the case is that you need to play a mod within a level of your character why is witchwar legacy a sanctioned mod? Level 16-18 when there are no scenarios planned past 12th level?

If the case is that at a certain level you CAN artificially advance your character why is it that none of the super high level modules (beyond what normal PFS characters could hope to achieve) why were the details of this taken out of some but not others.

The Exchange 4/5

Because people planned to run The Ruby Phoenix Tournament prior to release for 4.1, a lot of folks assumed the old rules for module play was still going to be in effect. 4.1 changed those rules to what you quoted, leaving some people with no way to play The Ruby Phoenix Tournament. Since the module is a huge part of Season 3's plot line and so many folks scheduled to run it when it was released, Mike granted a 6 week grace period (that ends on March 16th I believe). This meant that for 6 weeks, players could use old module rules (AKA making an 11th level character following the line quoted in your spoiler, or use a character at that level). The timer is almost up on it, and after March 16th a new Chronicle will be released and the rules change to be in line with all the other modules.

As far as how to play higher level modules and advance your character to playing The Witchwar Legacy, here is the route behind it all:

- Playing through Eyes of the Ten puts your character at 13.2 (1 XP away from 14th)
- Play Academy of Secrets, putting your character at 14.2 (1 XP away from 15th)
- Play Tomb of the Iron Medusa, putting your character at 15.2 (1 XP away from 16th)
- PaizoCon (Grand Convocation) and GenCon (Season 4 Special) this year offer opportunities for 12+ characters to earn 1 XP. Doing this will put your character at 16 even. But don't worry, you won't have to go to either event to get that extra XP, if the Season 4 Special is offered in a Con more local to you, try and get a table of 12+ PCs to play in it.
- Play The Moonscar (for 16th level characters - comes out in June of this year), putting your character at 17 even.
- Play The Witchwar Legacy, putting your character at 18th level even.

Of course, this is and will not be the only way you can advance your character. The Ruby Phoenix Tournament will be another way to retire your character and allow you to play the higher level modules (albeit you might have to play The Moonscar as a 15th level character instead of 16th). But as time goes on, Paizo will offer more higher level modules. Although, don't expect repeats of levels they already have out until 15th and 18th-20th level modules are written.

Thanks, though I wish similar rules were in place for the super high level modules, I get that there's a way to get there but it's kind of lengthy and requires playing a ton of different modules and even going to an event to simply be able to play a module that's already on the list of playables.

The Exchange 4/5

Well you can always play modules with 1 level of the suggested level. For instance, with The Witchwar Legacy, PFS characters of 16th-18th level are legally allowed to play. So you don't have to go to an event to level to play it, but it still requires a huge investment of time to get to a legal level within PFS.

One problem you won't see similar rules for super high level modules is because of problems we've already experienced when rules like that were in place. The higher in level you go with these modules, the more time consuming they become to prep for and run. Also, you run into the problem where people creating super high level characters don't actually know how to play their super high level characters because they never leveled up with them and have a lack of experience with spells / abilities / feats / etc. at that level of play. Now, that isn't to say there aren't groups of people who could do that just fine, but we have to consider the organized play campaign at large instead of these pocket groups. These are just some of the problems we faced. With that all in mind, you won't be seeing a shift away from the current rules.

On the other hand, is playing this module for PFS credit a huge deal? If not and your group is clamoring for higher level play, just play it using the rules of "create a 17th level character with 17th level wealth, no item of which can cost over half of your wealth." Just because it is playable within PFS does not mean it has to be played for PFS. Paizo produces materials for all to enjoy!
