Thanks for the responses. It seems a bit harsh, so I was hoping it had been qualified with a "subject to a minimum of one spell known" or something.
I think I'll house rule it that cross blooded sorcerers get their bloodline spells a level early to compensate. I prefer one spell extra known at 4th and one extra at 5th to none at 4th and two extra at 5th.

It is appallingly harsh.
It also seems like the developers (oddly) felt that Wizards needed a boost, since any Wizard can easily take one level of Crossblooded Sorcerer and get two Bloodline Arcana, and the only downside is a -2 to their Will save. They certainly don't care about how many Sorcerer spells they know...

Crossblooded is actually really good for Dragon Disciples as well, giving them more options and their choice of pretty much nearly every other option a sorcerer has. And since it continues bloodline powers and spells but reduces caster level, you actually gain your 3rd level bonus spell at the same time you get a slot for it, and it is like that for the rest of your career. If you take the Magical Knack trait, you can make a really effective blaster.
