What's the point buy? Anyway, feats should be pretty straight forward because archery is very feat intensive. Point-blank Shot followed by Precise Shot and Rapid Shot, Deadly Aim, Weapon Focus, Manyshot, Clustered Shots, and Boon Companion somewhere in there to give your wolf full hit dice. Skills, pick what you like, you'll have plenty. I suppose you'll want a trait that gives Linguistics as a class skill as well. I would avoid the Skirmisher archetype personally, as a ranger's divine magic really comes in handy.

Going to have low str, right? Use the crossbow weapon style, then. Crossbow Master (Heavy Crossbow) at 6 without needing Rapid Reload first is tempting, but I would just spend all the feats to get it normally, Improved Precise Shot at level 6 is just too good a deal to pass up. Check with your Dm if he'll allow crossbow style to access Point Blank Master (IMO, it's purely oversight that it only says archer rangers can take it). If so, you want weapon focus before 10th level so you can take it as your 10th level bonus feat.
Are you set on the wolf? It fine early on, but once you get to level 10 (or level 7, if you take Boon Companion feat) I would go for a Roc. They're just...really good with the level 7 bonuses, and a flying mount is very handy.

Take a dip in Alchemist and use one of these: Crossbow - Lauching Also, I like the Skrimisher archtype. I have never been a big fan of spell casting Rangers.

Ha ha, yeah. They have a game where they tie a string to a pigeons leg and take turns throwing rocks at it. The one that finally kills it, gets to eat it. Can't remember the name of the game though..

yes!! Rocs are in the game. any tips on making ranged rangers?

Import thing to take into account: what's the campaign going to be like?
If it's mostly about dungeon crawling the roc is more of a burden/near useless; if it's open-country roaming/exploring/adventuring: the roc it is (makes throwing the alchemical fire all the more fun, too)!

Yea everyone's pretty much got you covered. Go the crossbow route since you're a goblin. Impact shot Critical is a good feat to look at, since knocking people down with your crossbow can add a bit of battlefield control. Taking the TWF chain (just the three feats for the attacks) can be hilarious since you can dual wield crossbows (albeit at a steep penalty).
If you want to focus on mobility look at vital strike instead of things that focus on a full attack (like multishot and rapid shot). Focus on readying shots to prevent enemy casters from casting or tripping enemy melee while staying mobile (via impact shot crit and a few other critical feats). You won't be doing the most damage but if played right you'll be a valuable party member and will have your share of laughs.
That's pretty much the key, tbh. Roleplay it how you think it should be roleplayed. Rought now I'm imagining a tiny little maniac with two light crossbows riding on a wolf laughing like a little maniac as he unloads bolts all over the battlefield. That image appeals to me and i would enjoy playing him as such. Imho, you need to find a good image of your character that makes you smile, and take the feats accordingly.

2 levels in Rogue OR Ninja is enough to get a talent/trick, and thus qualify for the Extra Talent feat. No need to put in a full 4 levels to get the 2nd trick.
And I don't think it's necessary. You're going to be mounted, aren't you? What good is being able to sneak fast and climb going to be when you're using another creature's movement stats?
