These are supposed to be extremely easy to land, so I need to bring my boost up a bit more to make them extremely consistent (say, +8 or more).
My current is +6 (+4 from BAB, +2 from dexterity). There isn't really a way for me to rearrange my attributes for a higher dexterity. I only have 9000 gp to try and increase this further. Any suggestions?

What class and race are you? Belt of Dex will only cost you 4,000 and gets you another +1 to attack. Consider taking point blank shot which will net you +1 to attack and damage when withing 30 feat. Are you using a weapon or is it rays/bombs? if it is a weapon 2,000 gold gets you +1 to attack and damage.

Ah, I'm a human witch. I completely forgot about the belt of dex. One step closer, haha.
My feats are all tapped out unfortunately.
You have an improved familiar that can use wands right? Wand of cat's grace familiar casts it on you first round of combat, thats +4 to Dex and +2 to attacks. 4,500 gp for 50 charges.

A simple cat's grace spell will up your Dexterity by 4 (+2 bonus) for the duration - although, as a Witch, unless you have the Agility patron you're looking at a friendly teammate or magic items to supply the spell. You could get two basic CL 3 50 charge wands of cat's grace for 9,000gp, for example - although a belt is a much better bet in the long term. Of course, if you're looking at melee touch attacks too, you could get a wand each of cat's grace and bull's strength to cover your options.
Alternatively, a wand of true strike is a mere 750gp...
What's your Use Magic Device Skill like anyway?

Ah here it is, this cracked pale green ion stone will suit you. It's lost some of it's ability, but it will still make it easier to hit your target. For a mere 4000 gold pieces it can be yours, whaddya say?

Ah, thank you so much Elf. That's perfect and flavor of the stones are cool too. The Wand is also a clever idea, but I am reluctant because the only wands I ever use are level 1s (CLW, the rest seem expensive).

Winter witch uses the frozen caress hex, which adds 1d4 cold damage to any touch attack spell and gives it the cold descriptor. This fits wonderfully with rime spell, which adds entanglement. So Ray of Exhaustion + Entanglement is minus a huge sum of strength and dexterity, a super debuff! In addition, winter witch, elemental focus, and greater elemental focus give an addition +3 to the spell's DC.
It fits the theme really well too. Imagine a day of trudging through the snow; your pants are water-logged and you're exhausted. Except in spell form. The rime spell and feats are not wasted though, as it applies to the entire character concept, from a fun enervation to a generally entangling ice storm.
For a more enduring spell, I have chosen chill touch with reach spell. I believe that is all the status conditions I can add on, but are there any others that are easy to put onto existing spells?

As the BBEG trudges forward, he is hit by a mighty ray of exhaustion. His energy is leeched from him, first from his muscles and then from his very blood (vamparic touch, hehe). He tries to charge forward, seeking revenge, but the magics of Baba Yaga keep him entangled. Then, he recognizes the classical incantations of an enervation with a slight twist (no doubt, witch craft), before his vision fades to black as his very life force is sucked from within him.

I hope you're going to take the Magical Lineage trait with one of the rays. That would let your signature effects begin at level one, and would let you add Rime Spell to everything!
For those like me who were not familiar with all of these elements, here are the relevant links.
Winter Witch
Frozen Caress (Su) Whenever the winter witch casts a touch spell, she can infuse the magic with cold as a swift action. This grants the spell the cold descriptor, and adds 1d4 points of cold damage to the spell’s effect. If the touch spell allows a saving throw, a successful save negates this additional cold damage.
Ice MagicWhen a winter witch casts a spell with the cold descriptor, the save DC of the spell increases by +1. A winter witch cannot learn or cast spells with the fire descriptor at all.
Rime Spell
The frost of your cold spell clings to the target, impeding it for a short time. A rime spell causes creatures that takes cold damage from the spell to become entangled for a number of rounds equal to the original level of the spell. This feat only affects spells with the cold descriptor. A rime spell uses up a spell slot one level higher than the spell's actual level.
Ray of Enfeeblement
A coruscating ray springs from your hand. You must succeed on a ranged touch attack to strike a target. The subject takes a penalty to Strength equal to 1d6+1 per two caster levels (maximum 1d6+5). The subject's Strength score cannot drop below 1. A successful Fortitude save reduces this penalty by half. This penalty does not stack with itself. Apply the highest penalty instead.
Ray of Exhaustion
A black ray projects from your pointing finger. You must succeed on a ranged touch attack with the ray to strike a target. The subject is immediately exhausted for the spell's duration. A successful Fortitude save means the creature is only fatigued. A character that is already fatigued instead becomes exhausted.

Yes, the campaign that I am in is starting at level 8 (which is why all these things are already up and running). I am still conflicted as to where I should magical lineage. I feel it will get the most use with ray of exhaustion, but if I take it with enervation now, then I can already use it with rime spell. Ah, the choices.
I'm still looking for anything pertaining to the witch, debuffing, or cold descriptor magics, as I'm just going to make this character perfect. The interesting thing is that we already have a sorcerer in the party, so I don't have to focus on nearly all the things an arcane caster has to do, hence the heavy investment in debuff. Sleet storm + ice storm seem to be nice battlefield control as well, combined with wall of ice.
Perhaps I need more spells to stack on status conditions. Are there any ways to pull spells from the wizard spell list?
