No clue what they'd cost, but you're fine on the tech level for even grandfather clock-sized timepieces. Though clocks that small would be the reserve of the very, very wealthy.
Even if you want to say that the escapement hasn't been invented yet, water clocks of increasing mechanical complexity have been in use since around 1400 BC.

The non-magically enhanced tech level in pathfinder seems to be around that of 16th century earth (telescopes, printing press, early firearms), and considering the technical complexity of the traps in D&D (pressure sensitive automatic poisoned crossbow bolt firing automatons, etc.), people could definitely make clock towers.
As for price, add the cost of a tower to the cost of a big clock.

I'm glad to hear everyone seems to think that a Clock Tower isn't out of the question (which is good).. but that leave me with the more important question on my mind- ... How much would something like that cost to make?
4,500 gp for materials? I'm not sure.
It just seems rather cheap to me (bbbuutt- then again.. I don't have any other building costs to go off of...).
As for price, add the cost of a tower to the cost of a big clock.

If you have the Stronghold Builder's Guidebook you can get a solid cost for the size of tower you'd like to use. Then you can ballpark the cost of the internal mechanics by, say, doubling or tripling the cost.
