The template that Mark did was essentially bare bones. I've changed it up myself a few times to make it seem more like the original Tri-Stat one, but it's still very nice to have.

Well if no one can do it "officially" maybe a fan or two can get together and produce a fan made PDF of Sailor Moon RPG using BESM 3rd Ed Rules?

If I recall from the series correctly no then yes. She started out with her own powers but as the series progressed the two integrated into one.

That's a bit of a tricky question. In the anime, Usagi had powers as Sailor Moon without the Ginzuishou (Silver Crystal). However, once she acquired it, she essentially always had it, and her powers and abilities were (effectively) tied to it directly (though she had other power-ups at various points in time, such as the Seihai (Holy Grail)).

If I recall correctly, in the manga, the Ginzuishou was hidden inside Usagi (in her current incarnation; not in her earlier incarnation as Princess Serenity) until halfway through the Dark Kingdom arc.

In regards to the Ginzuishou's abilities and powers, it's difficult to assess - it generally seems to do whatever is needed of it in the story. No one is ever shown to use it outside of Serenity's bloodline, and it's incredibly powerful (at one point resurrecting the entire population of the Earth, in addition to defeating Chaos), though using it too much can be fatal. It's apparently matched in power by a few other crystals shown throughout the series (such as the Black Crystal and the Saffer Crystal).

I stumbled upon this thread a while ago and found it wonderfully inspiring. I like the idea of creating Sailor Moon as an oracle. Since I do no really know the series (only did a report on it for my East Asian studies) I am limited to what's written in this thread and cannot confirm the validity.
That being said, I used your information and idea to built a fun one-shot "dreams mission" team for my players with pre-gen characters: Legolas (20th level archer fighter), Gotrek Gurnisson (20th level indomitable barbarian), Elminster (20th level wizard) - and Sailor Moon (20th level oracle as suggested above). They got tasked by Raiden (like from Mortal Kombat) to destroy the Jabberwocky which after being killed by Alice in Wonderland had become an undead creature threatening their "real characters" in Curse of The Crimson Throne. They had to destroy it to save their other characters.
It was a hilarious session, especially since the player of Sailor Moon even did some of the cheesy speeches I researched :-D
I used the haunted curse to reflect the clumsiness, and the player rolled a 10% chance something out of combat might go wrong (fall down etc.).

Anyway, I just thought I give you a build according to what's written above and thank you for a hilarious few hours:

Metamagic rods hold the essence of a metamagic feat, allowing the user to apply metamagic effects to spells as they are cast. This does not change the spell slot of the altered spell. All the rods described here are use-activated (but casting spells in a threatened area still draws an attack of opportunity). A caster may only use one metamagic rod on any given spell, but it is permissible to combine a rod with metamagic feats possessed by the rod’s wielder. In this case, only the feats possessed by the wielder adjust the spell slot of the spell being cast.

Possession of a metamagic rod does not confer the associated feat on the owner, only the ability to use the given feat a specified number of times per day. A sorcerer still must take a full-round action when using a metamagic rod, just as if using a metamagic feat he possesses (except for quicken metamagic rods, which can be used as a swift action).

Lesser and Greater Metamagic Rods: Normal metamagic rods can be used with spells of 6th level or lower. Lesser rods can be used with spells of 3rd level or lower, while greater rods can be used with spells of 9th level or lower.

Moonlight Bridge (200') (8/day) (DC 28) (Su) Create a 200' bridge of moonlight from your position. It lasts 24h or until you cross it.
Point Blank Shot +1 to attack and damage rolls with ranged weapons at up to 30 feet.
Precise Shot You don't get -4 to hit when shooting or throwing into combat.
Quicken Spell Cast another spell in the same round you cast this one. +4 Levels.
Ring of Telekinesis This ring allows the caster to use the spell telekinesis on command.

Moderate transmutation; CL 9th; Forge Ring, telekinesis; Price 75,000 gp.
Spell Penetration +2 to caster levels checks to overcome spell resistance.
Spray of Shooting Stars (60', 5' burst, 20d4) (5/day) (DC 28) (Su) 5' burst within 60' deals 20d4 fire damage, Ref Half.


This is certainly not the only way, but it was fun and seems really nice. Have fun :-)

I say the best for a sailor moon would be hero systems as you can literally build usagi with it and the others but for PF it would be hard to do.
