Think about this: creating a base class for some types, and a preset list of racial abilities that could be selected as it attains levels. I think that it would require some work to balance( a dragon gains d12 hit points, 6 skills and full BaB), but it would be great to be able to play as a creature that discovers/develops its powers as it gets experience and ages.
I'm not suggesting something like savage species, but something more flexible where the player would be able to decide the creature's abilities (within the reasonable). Thoughts?

I think the OP is after a racial archetype essentially. Some sort of pseudo-class that offers racial alternatives to powers. So at 4th level, dragons might get a breath weapon. Then a 4th level fighter could take this ability instead of a feat and a 4th level rogue could take this ability instead of a trick.
And yes, it is almost guaranteed to have adjustment levels for the hit dice alone. Giving a person d12s regardless of class has to be adjusted for. Hit dice are part of the class.
Still, a racial archetype could be interesting.

Personally, I have no idea what you're suggesting. Care to elaborate?
I didn't really thought about the details, but something like this:
New class: Fey
- d6 Hit Die.
- Base attack bonus equal to 1/2 total Hit Dice (slow
progression).
- Good Reflex and Will saves.
- Skill points equal to 6 + Int modifier
You start with 10RP and, as a class feature, you gain extra 2 or 3 RP each level you attain in the fey class.
You could multiclass, but would not receive the increase in RP as it is a class feature of the fey class.
Also, the would be a preset list of what racial powers you could get, or a favored list of racial abilities, costing less.
