This spell functions like haste.
The problem isn't the second lvl for a straight wizard, but this might be a little too good for the alchemist, the summoner and the rogue,he can take one first level spell with major arcana.
If you put it summoner 2, then it would be one of the very best second level spells, but I believe that it wouldn't shake balance too much. But as said, a min/max alchemist will become even more powerful. Same for those self-infusing-eidolon summoners.
By the way, haste as a third level spell comes to the wizard at exactly the point where full-BAB classes get their second attack and start using full-round actions. So there is reason why it's not 2.
Perhaps you could look into a conversation like the vanish spell, to get an idea how to even it better out.

Summoner already gets haste as a 2nd level spell.
Yeah I just took Haste and lowered the level by 1 for all classes and then made it personal.

That's a level 0 spell on the Emomancer spell list.
if I were your GM, I would feel very uncomftable allowing this spell.
For example the alchemist can only drink his own extracts to begin with, yet you now made the level 1 lower. Also when he can give it to other people, it doesn't matter if it's personal or not.
So in short: Wizard maybe yay, alchemist/summoner nay
