So I was wondering, if you are playing in the 13th and / or 14th level modules are you:

1) Banned as a level 13 or 14 level PC from buying 7th level spell scrolls (even though you can cast 7th level spells potentially)?
2) Banned as a retired level 12 from buying 7th level spell scrolls as per standard PFS restrictions? Or does being a retired level 12 expand the spell scroll cap up to the level of the module you are playing and maybe the fact that since you're retired you have a special status with the Pathfinder Society to let you buy these scrolls?

Also, let's say you find a Manual of Quickness of Action +1 in a module and you're playing with a retired level 12 PC. Can you read it over the course of the module and gain the benefits, or do you have to purchase it after the module is completed and then assumed you have enough time to read it? The reason I ask is because things found in the scenario "vanish" if they are not used up by the end, and this is something that technically can get used up (although I don't know if any of the higher level modules have time where you could use one up).

Here are my assumptions
1) I'd assume not banned, as you're making a 13th level character with access to 7th level spells already.
2) I'd assume they are banned, as you're playing completely by the rules of PFS.

I asked about the Manuals before... and the answer I got sounded like to gain the benefits you have to pay for it. That being said I guess you could probably get a "temporary" use in game if you ended up having time to read it.

If you have time in game to read it, then by the rules it seems you would not have to pay for it.

However, for anyone but a lore oracle with the Whirlwind Lesson revelation, you probably won't have the time (whirlwind lesson reduces the required time to only a single 8-hour session rather than a bunch of sessions over 6 days).
