I think it should say "1 round" in duration.
The dazed effect states: "A dazed condition typically lasts 1 round.", to have it last potential 20 rounds or more seems way overpowered, since it effectively takes the enemy out of combat.
would be a 1st level save or die spell effectively, can't imagine that

ya typo on the 1rnd/level , no way you can daze someone for up to 20 rounds.
unless the intention is to allow you to maintain the spell for multiple rounds, so you keep using your std action to keep the target dazed?

There's not really any indication that that is what is intended. You'd expect at least a few words about it in the text then, but theres nothing.
So I'd go with "Duration is a typo", instead of "they forgot an entire sentence in the text".

more likely the spell used to have a differn't effect that been changed for example the spell may have originally been deafened for 1round/level
and was probably changed because deafened is a pretty meh condition to inflict.
