Is there a rule somewhere that would allow a PC to force someone to drink something? For example, if you have an enemy grappled and pinned, could you (or an ally) force their mouth open and make them drink a vial of poison?
By the rules, no.
You can apply potions to an unconcious creature as a full-round action, but at that point giving them poison is most likely to be pointless.
I would allow you to do it by making a combat maneuver against a pinned target.

It can duplicate the effect of a spell of up to 3rd level that has a casting time of less than 1 minute and targets one or more creatures.
Okay, fine, a CL9 Potion of Magic Missile, then. ;)

Um, Fireball is spell level 3.
Benefit: You can create a potion of any 3rd-level or lower spell that you know and that targets one or more creatures.
No reason you can't put it into a potion...

I should mention this is using the idea you suggest of pinning someone.
I would leave it up to RPing. There shouldn't be a rules mechanic for every little situation like that.
If the PC has gotten the mechanics of grapple/pin successfully out of the way it's then up to the player to use their brain and figure out how to get the NPC to drink the poison. Cutting off the NPC's air until they have to swallow and open their mouth to get some air comes to mind.
Leaving that kind of Role Playing opportunity up to a roll of the dice defeats the concept of Role Playing IMO.

I think a potion of Hydraulic Push would be more amusing, knock people prone by having a small geyser shoot out of their ass, possibly even damage them if your CMB is high enough.

Now I'm wondering if you could slingshot a potion bottle into a creature's mouth or something. Rules lawyer the crap out of it!

Dunno, but you can also, provided DM allows, brew the potion with an alternate medium (as per the 'rules' in Unearthed Arcana, and put it into a glass sling pellet which shatters upon impact
