I can give advice for Core + APG.
Core + APG, go with the following:
Half-Orc Fighter (Two-Weapon Warrior)
14 Str, 16 Dex (+2 race), 14 Con, 10 Int, 12 Wis, 8 Cha; 15-point buy (higher point buys, increase Str and mental ability scores)
Toothy alternate racial trait (1d4 bite)
1st- Two-Weapon Fighting, Weapon Focus (Orc Double Axe)
2nd- Power Attack
3rd- Double Slice
4th- +1 Dex; Weapon Specialization
5th- Cleave or Improved Natural Attack (Bite)
6th- Improved Two-Weapon Fighting
7th- Vital Strike
8th- +1 Str; Greater Weapon Focus
9th- Iron Will
10th- Improved Initiative
11th- Two-Weapon Rend
12th- +2 Str; Improved Vital Strike
...
When moving and attacking, use the double axe as a two-handed weapon for the extra Str and Power Attack damage (Cleave against adjacent targets and Vital Strike/Improved Vital Strike against single targets); after 9th level, use Doublestrike against two non-adjacent targets. When full-attacking, use both ends of the double axe and bite (invest in an amulet of mighty fists).
