Nope.

Burning hands isn't a touch attack; it's a cone effect.

If the lich is willing to hold the charge, maybe. Touch attacks are typically standard actions for things like a lich's paralyzing touch. If it cast a spell, it's likely a standard action spell, keeping the lich from doing both that round. Next round, however....

Yeah, I expect those to be harsh enemies once UM comes out.
