CHA 3? Boy thats a challenge! As a personal rule i never dump cha lower than 5 but if you want to go there i can offer 3 sugestions based on characters that i role played or played with:
The first one was a half orc barbarian who got an INT as low as his CHA (and if i remember correctly it was 3). He was literally the party's wizard minion. He didnt talk unless talk to or took any other initiative. If he got stranded away from his master he would start to panic. He basicaly just eat, sleep and bash heads. He had a box on the wizard's coach that he called home and stayed inside on fetal position when he was not necessary. It was creepy as hell.
The second was a dwarven inquisitor who went through a rough spot early in his life and never fully recoverd from it. So besides having the dwarven trademarked brash personality he was also a complete pessimist and very shaky in combat situations. After seen a dragon for the first time he would say something like, "Oh shit, we are all going to die". When the party bard was trying to seduce a noble his comment would be like "You may as well give up lad, she is never going to fall for a low life like you..." It did wonders for the party morale.
The third one was a human alchemist who was a hunchback and had a very slime personality. He would be always kissing the $&@ of the more powerfull figures around while talking thrash about them when they wore away. He was always scheming to gain more personal power. All his actions had a second intention and you could usually tell that even if wasnt possible to figure what it was.
The botton line is that you will be very inept in social interactions and you will have to find ways to roleplay that and also have fun with it. Thats the important part, gather a list of personal quirks that you will enjoy roleplaying.

And? All I said was don't over do it till the point of annoyence.
Actualy I know low charisma people who have lost their jobs even though they were good at it because they had a abrasive personality that it brought everybody else's performance down.

You can go with the meek and common as spit. This works well for humans. They're all over the place, they usually fill in all sorts of positions. Think of the ultimate English butler, he may be just the right person at just the right time, but otherwise he's basically stage scenery. A 3 CHA fighter could be the penultimate foot soldier. He's not a commander of men. He never expresses an opinion. The best you get out of him is a very impressive 'Hup!'. A 3 CHA ranger is so isolated from society that he doesn't have the slightest clue about social interaction. He understands what the woods are like, what the weather is like, what's likely to tick off an animal, etc. But he couldn't calm an animal down to save his life. He wouldn't know how to bargain with a merchant if you put a crossbow to his head. A wizard would be a book worm, he understands complex formulae and the mysteries of the universe, but god help you if you ask him about any of them. He drones on for hours in a sonorous monotone that would put a raging barbarian to sleep.
I'll post some more thoughts when I have the time, on the smelly/obnoxious guy, and also the subsequious/creepy guy.

Maybe he always has a big grin on his face and he stares a lot and doesn't say much. When he does talk he's shy and mumbles. If someone is friendly toward him he becomes really touchy-feely. That would weird the hell out of a lot of people.
Also he tries to make clever quips and jokes but they always flop.
People just never think he's funny even if the timing was perfect (I know a guy like this).

Just because you're strong doesn't mean you know how to effectively use that to intimidate people. Watching someone go pick up a car is impressive, but having them stand in front of you, staring into your eyes, as they twist a steel bar into a pretzel is much more intimidating.
Heh, to me that actually makes it worse... Now there is a feat-costing mechanic in place. That makes an "errata" for intimidate very unlikely.
But thanks for pointing out that the feat exists. :-)

With a charisma that low there will be mechanical consequences in my games. When the party gets attacked and the monsters/enemies are equally likely to hit anyone, they will attack the guy with the negative charisma first. If more then one party member have negative charisma, I will make charisma checks.
Also I recommend charisma checks of DC 10 that you can take a 10 on if your charisma mod is not negative when interacting with NPCs with neutral attitudes. If the check fails the attitude falls 1 category.
Neutral guards will now harass the PC, store owners and inn keepers will throw him/her out for scaring away the other customers. Basically your life will be hell if you had that low of a charisma in my game.
