I would like to know if people provide a copy of these rules to their players verbatim or if you provide a synopsis version of them. Reason being is that some of the information I feel should not be provided, but on the other hand the Player's Core rulebook and APG both have this type of info in them.

Depends on your players. I have a good group that is able to separate roleplaying and metagaming, so I just provided them a copy of the building rules entire. (We haven't gotten to mass combat yet).
It has really speeded up the kingdom building, everyone keeps trak of different things. One counts up the Stats and keeps them current, another has charge of Build Points, two more keep up with the magic items available, one has events, and the final one is drawing an incredible map of the city. (The pictures provided are frankly, lame).
So as DM, I get to focus on what's happening in the city, and campaign. But we have a very experienced group who have been together for over 30 years (most of us, anyway).
