They are cumulative, sadly. I always houserule that physical penalties follow the same scale as mental bonuses. I mean, Imagine someone with an 18 Strength. By the time they hit 80, their Strength will have been reduced to 12. I feel that's a bit too extreme. 15 is more logical.

On a related note, I've been playing D&D for over a decade now and I have NEVER seen a character advance an age catagory. Usually, age only gets used for making Venerable Dragonborn Kobold Casters. at least with the poeple I play with.
