Ok, I am starting a game soon and a player wants to play a shape changing race. Frist he suggested a shifter from the 3.5 book. If i were to allow that how would I convert that to PFRPG? But then He suggested a Lycanthrope. I was going to start at LV1 but that may not be possible. Is there any 3rd party races that allow this? Or how would I allow him to be a werewolf and what lv would I start at? Thanks! -MRblahface.

The Bestiary already has rules for playing lycanthropes (and all sorts of other bestial creatures). Assuming they are normally a base race (such as human) they would be considered a 2nd level character from the start (before class levels). They would level normally from there (using class levels) except that they would gain an extra class level halfway between levels 4 and 5 (between their second and third class levels).
Unfortunately the lycanthrope does not start with racial HD, which means that they have to start with at least one class level, which puts them at level 3 from the start. On top of this, they only have 1 HD at level 3 which means low HP, low saves, only one feat, etc.
I wouldn't recommend allowing this character unless you're willing to start level 4-5ish OR are willing to have them turned part way through leveling.

As for shifter... IIRC they were a non-adjust race in 3.5 which means you should be able to play them as though they were just another human (if a bit furry). Much simpler, though the shifters don't actually shift if I remember right. They were just the children of lycanthropes who mated with non-lycanthropes.
