Most characters recieve a +1 ability score bonus every four levels.

When applying PC levels to an NPC creature, do the creature's racial Hit Die count for the purposes of determining when it recieves these bonus ability score points?

For example, would a troglodyte (2 racial hit die) with two levels of barbarian get an ability score increase? Or would he need four levels of barbarian, like a PC without racial hit die would?

It's always been "+1 ability score bonus every four hit dice", the classes section of core just simplifies that for the case that all your hit dice are from levels. Similarly with feats (every odd hit dice).
So that troglodyte would get that ability score increase with 2 levels of barbarian, not four.

As much as humanoid levels aren't flashy, they count when determining the character's "total" level - so the first attribute bonus is at level 4 (Barb 2).
