Hi , so anytime my group gets confused over things
we put the Question to the boards !
So here we are...
How come the adjustment for having Two weapon fighing only allows for
a light weapon in one hand and a normal in the other?
What happens if Both weapons are light?
and
Why is there not another feat that lowers the penalty further?
Please help !

It only stipulates that you get -2/-2 to your attacks if your offhand is light, you can have a light or one handed weapon in your main hand.
There are no other feats that I know of, but the Tempest prestige class from Complete Adventurer that reduced the penalties over 5 levels along with some other cool things.

If you're looking for another option for two-weapon fighters, check out the Sawtooth Sabres from the Campaign Setting. They're essentially a longsword that counts as a light weapon (assuming you have the Exotic Weapon Proficiency to wield them like that).

The best-case scenario allows for the main weapon to be up to a normal weapon, so it can be light.
As for why one would fight with two light weapons; what benefit would you get?
Depends on your other abilities. What are you proficient in?
If you choose a matching pair of light weapons, you get the benefits of any Weapon Focus, Weapon Spec, Weapon Training, and very important for a high-Dex character, Weapon Finesse.
That extra average 1hp of damage, for using a longsword over a shortsword, doesn't compensate for the ability to hit in the first place, and deliver a bunch of Sneak Attack damage.
