That way, while everyone was voting the contestants could start work on the next round's submission. That gives them more time. Yes, it would mean people might work on a submission they dont get to submit because after voting they dont get to advance. But that is a way to build in more lead time without actually adding any time to the contest.
It would also give the contestants something to do during the voting week, rather than haunt their own entry's threads, resisting the temptation to say something.
